[Sunken Haven] Ratmen and Birdmen concept

Expanding the population and races in the town.

The Ratmen, or Skaven population is mostly trouble makers, thieves and mercenaries. Some are good, most are bad though. 

So, the birdmen will be the ruler type in the town. They will be governing the laws and economy of the town. Since the town is cut off from all trade routes. Their primary goal is just keeping the town in check.
